While there are no specific regulations defining good manufacturing practices for cosmetics, they must still be manufactured in accordance with current good manufacturing practices to avoid being considered adulterated. To this end, FDA has published a Good Manufacturing Practice (GMP) Guidelines/Inspection Checklist for cosmetics manufacturers on their website.
